I would report him to Ebay it won't do nothing to stop him selling but it will cost him more to list items Ebay to sell. Thanks for all the honest input here fellas. I have never really encountered something like this. I did report him by phone to an actual ebay employee for whatever that's worth. Now he's going to leave me a negative though because I wounded him and that part sucks. Could use some help with the wording of my feedback so it can have the desired effect of warning any future victims. Something he won't be able to have removed. IDK

I think if he leaves you negative feedback you can have/request it to be removed.

As far as neg feedback, I'd just put something along the lines of seller didn't honor final/selling price despite not setting a reserve.
He had 5 - 7 days depending on duration to adjust auction, this is just BS on his part.

I believe, not 100% sure but, I believe you can have any negative feedback from him in retaliation to this removed from your feedback. Just keep all of your correspondence with him that shows he backed out, especially the correspondence where he says you didn't win the auction for a high enough amount.

Yeah, asked about the neg and they weren't real clear about that part. I told them with the statements he was making to me he seemed like the type that was going to retaliate. That first quote sounds like I'm dealing with a real winner. He had already refunded the monies with absolutely no warning, so I'm guessing that was about him leaving a neg.
