Anything over 25 years can get Historic plates which don’t require an inspection
That’s basically it.
The truck has a title so for paperwork purposes the state will know it’s a 1977 truck which just has to meet 1977 safety standards.
I should be able to take it in and get a normal inspection and just consider it a restomod with better brakes and handling.

Man you got it easy compared to us, I'm not 100% sure I could find an engineer to agree with scope of work involved, then if I could it would be inspected in stages with everything visible before paint, would have to meet all requirements for emission testing of the lexus not the truck because that's newer. That's assuming it wasn't deemed an independently constructed vehicle which would mean it had to pass all codes for 2019 vehicles as if it was brand new.... Yep the fun police suck big time here and our state isn't the worst one for this stuff either.
I'm so jealous and love what you have done and look forward to seeing it finished.
